You can't actually colonize ruined provinces because there is no way to actually end the war of colonization by enforcing your demands. You can colonize Dothraki provinces, since they have fort levels that can actually be sieged, but the colonization events make little sense with them, and you won't always end up with the province you meant to colonize if you target a horde with several provinces. There should probably also be a range limit of some kind on which provinces you can colonize, so you can't freely colonize Vas Dothrak, for example.
 
Colonization works fine to me. You are playing with 6.2?
I think so, if I'm not, colonization doesn't seem to have been something that was changed in the newest version.

The problem is that I declare the war to colonize, and can't do anything to actually capture the province due to the 5000 fort level. How are you able to win the wars?
 
But the colonize casus belli targets a specific county, fo you mean that you declare a colonization war on a Dothraki and the wrong county is colonized? And there is a range limit to colonization; I believe it has either be adjacent to you or 1 sea zone away.

EDIT: And the fort level thing is a known bug. Just use the console to imprison the ruin and get 100% warscore.

Yes, I targeted one province and got a different one. I see now that with the Colonization CB that the conditions for the CB require that you be nearby, rather then the potential. So I thought I could do it, but couldn't actually.

Now finding info on the great stallion in the libraries of a Dothraki province makes significantly less sense.
 
I actually found another issue with colonization:
It only drops the colony building in the capital holding when you first colonized the province, not the sub holdings. This can also mean that you'll be able to pull in income from a changed province capital with no problems.
