I am king of Quarth and the Thirteen are my vassal. They hold Vaes Shirosi as their capital and are about to lose it in a war. Once they lose it they are granted my capital, the Hall of a thousand thrones.

edit. they had the port of thirteen as a vassal, retracting that vassal from them causes this to stop and the thirteen to disband after losing the war
