BUG: War indemnity Cheat

--------------------------------------------------------------------------------

1. Defeat a country in war and demand war Indemnities;
2. before the defeated country gives you war Indemnities in next month, give her certain amount money though open negotiation on 29th day of current month, e.g 1000$
3. In the very beginning of next month, the time for defeated country to pay war Indemnities, she will pay you 15000$ which is 15 times of what you give to her in last month!

An example

I hereby give an example following:
I use japan, and get a war indemnity from oldenburg. At May 29, I give all my money, about $740,000 to oldenburg.

Two day passed, see what I get back , $11,100,000! about 15 times what I spend. It's really an speculate! And you can find oldenburg bankrubt after give the huge amount out.

So that's how the game calculates "half the income" of the country. Very odd.
 
So if I'm paying war indemnities, I can minimize the cost by drastically reducing my income on the last day? What if I start losing money? Can I make the receiver lose 15 times as much? Do I lose the whole month's worth of indemnity on the last day or something?
