for every 5 times you put it in only one is valid. it is more successful while cheating for other countries though.

We have updated our Community Code of Conduct. Please read through the new rules for the forum that are an integral part of Paradox Interactive’s User Agreement.
Events like this that choose a random province will not just choose from provinces that the command can affect but apparently from all your provinces (at least when fired from the console). So if you have 10% of your provinces that are non-state-religion you may need to fire the event many times before it actually changes a province.
