After giving Communist China in my mod some offmap iC through an event, I noticed some peculiarities with using offmap IC.

It seems that offmap IC cannot be used to produce supplies, even if all IC was spent on producing supplies, the supplypool would increase only as much as the onmap IC would produce.

I have a usage of 20 supplies, tooltip in production window says I am producing over 100 supplies a day, with 1 onmap IC and 17 offmap IC. I should be making 80 supplies a day, but instead I am running at a negative -13 supplies a day.

Even after disbanding all my army, the supplypool only increases as much as if I was spending just 1 IC on it, even if I am using all 18 base IC for supplies.

Wonder whats up with that?
