I found it in 1.07 and doesnt know if it fixed.

I played Russia and was in war against Austria. One of my provinces(Podolia) was sieging by Rebels. At same time Austria send an army to Podolia too. While they fighting each other i can build in Podolia whatever I want, army, promotions, fortress etc. After Austria beat Rebels, the typical siege window show up again when clicking on province.

I guess that you could ake the case that the rebels assaulting your fortress had to lift the sieges to take care of the other army arriving. During that time, the siege not being there anymore, you have more power to oversee your province once more (basically you can get out and in). When the fighting stops, the siege resumes and you are once more trapped.

Isn't this the case whenever there's an ongoing combat in a province?
