No mods, last game version
EU4 was ok while i played it 3 months ago, i deleted it a bit later and redownloaded today.
Some provinces are bugged as seen on screeshot.
Tried to troubleshoot files multiple times, redownloaded game, deleted all cash - nothing works.

This looks like a broken mod or broken installation. Try to disable all mods(if you think that you have no mods, look in the playset section of the launcher to make sure, because they might have been installed and activated without your knowledge) and if that doesn't help, you can try to verify the integrity of game files and if that doesn't help, you can try a clean reinstall as described in my guide on reddit about common startup problems with version 1.29

Disclaimer: I'm not working for Paradox. I'm just trying to help people.
 
The only potential issue I see there is the Intel Xe video system, which is not supported hardware for this game. Perhaps the latest game versions are fussier about that.

If you revert the game to an older version that used to work okay, do you still see this problem?

Europa Universalis IV require at least 512MB of video memory to work properly.
This might be a false error, because your integrated graphics should be able to use RAM as additional video memory if necessary, but maybe there is a problem with that.
Can you increase the amount of RAM which is dedicated for your graphics chip to at least 512 MB(better 1024 MB)? You could also try if it helps to reduce all graphics settings to their minimum, disable all unit packs and set the resolution to 1280x720. That might reduce the amount of video memory which eu4 needs.

You could also try if it helps to update your graphics driver or check if there is a way to configure its settings for eu4.

Or you could try to close other programs which run in the background so that there is at least 8 GB free RAM before starting eu4 so that there is enough RAM which your graphics can use as additional video memory.

It is kinda better, but still color of provinces are off.
My iGPU can draw much more than 1gb of memory, idk whats wrong here.

Games like CS2 or HoI4/Vic3 runs smoothly GPU wise, until mid-late game slog appears.

And i dont know/cant control iGPU at all, so...

Rolled 1.36.2, still no luck

There certainly is a chance that intell cooked iris drives in attempts to roll out battlemage GPUs, the utility programm got redone completely, multiple times i run in the issue of games not working properly unless latest drives, in 2 months(!).

I have latest drivers tho, checked
 
The shaded provinces in the HRE kind of look like the game considers them occupied in a war. For exaample:

For comparison, this is how it looks like for me with lowest graphics settings:

And the province "Dolni Luzice"/"Niederlausitz"(1763) which contains the mouse cursor in my screenshot is owned by Bohemia while it looks like it is owned by Brandenburg in your game.

Which checksum is displayed in the main menu(the one in the launcher does not count)? And which version are you using? The screenshot still shows the icons for the Rights of Man, Common Sense and Art of War DLCs which have been integrated into the base game and don't show up in the single player menu anymore

Are you using the steam version of the game or another version(e.g. epic)? They might a use a different folder for their files. E.g. the epic version uses "Documents\Paradox Interactive\Europa Universalis IV EGS". And you might have multiple Documents folders(e.g. because OneDrive took over the Documents and moved the to its folder). You could try deleting the files in the logs folder and start eu4 again to see if it recreates those files. If not, it is probably using a different folder

the screenshot displays DLCs cuz it was made on 1.30.2 version, just to be sure that problem is not in singular update. It stays in 1.37 and 1.30

The other screenshot was definitely not version 1.30.2, because that version would not have icons for the newer DLCs and the icons above the save games list would be text and 1.30.2 isn't even available in the betas list in steam.

Have you tried deleting the files in the logs folder to see if eu4 creates them again?

Yes it still shows shaded provinces and wrong colors.

I certainly used 1.30.XX version for low settings screenshot, probably misremembered certain version of 1.30

I’ve tried to deleting folder in documents altogether, with saves, mod presets, etc. it created it again, and, what was created, I sent to you.
 
Make a new Windows user profile on this machine and try the game under that.

If it still happens, do a test install on any other computer you can get access to for that purpose.

Im near certain it is compatability issue. Damn Intel...
