And I am having a few issues.

One, when I try to place it in an actual city, it gives the 'slope too steep' error, which may be because I haven't unlocked paths in my new city yet (why should they have to be unlocked is another question...)

Two, when I try to connect elevated pathways outside of a line, I'm forced to bulldoze one - so I can't make elevated loops, make three+way connections, etc.
