build university?

im currently playing with milano and i took over genua. They already got the university and tile tech and 20 income(15 are needed for university?).
The school and tile factory is already built but i cannot continue building the university. Is there another building or tech required for universities?
From the province improvement file in db folder genua seems to fulfill all the requirements :wacko:

There is a bug with the minimum-income condition for certain buildings or at least it is not working as most people expect it should work.

The minimum income is now the base-income, which I think (but nobody knows for sure) means the income of the province + improvements but before taxes.

Since sometimes I am able to built universities in provinces and sometimes not.

ok thanks. At least i could suddenly build a grand shipyard and a palace when the income in genua was about 42 with a king had stewardship 13 + court steward 22.
