Building a Shipyard

Currently I'm playing Danmark. I conquered Alexandria and decided after some 50 years to build a shipyard in that province. But to my surprise the harbour-icon was greyed out and the hover-text told me my tax income would be too low (due to tolerance sliders = 0%) to build ships. Ok, I had no intention to build a ship there right now, but I wanted to have my shipyard. Using the right-mouse-button menu I was finally able to do so.

Given that Alexandria was almost certainly non-state religion, non-state culture and had no land connection to your capital, it is likely that the modified tax level was too low.

Why you could later build a shipyard after all, I don't know. Either right-clicking is bugged, or you had a tax boost or something in the intervening time.

I really had 0% tax income. But the odd thing was, that the "harbour" in the province screen was greyed out, but I could build it via the right-click.

Shipyards are no longer based on ACTUAL tax income, but on BASE tax, so Alexandria is a perfect spot for a shipyard.
The harbour being grayed out was likely due to the fact that tax income was zero, and thus SHIPS could not be built. It would make sense, though, if it wasn't grayed out if you could build a shipyard.
