building bug

when your trying to upgarde things like wall and ect... they start building when there done it dissapers an goes back to like it was never built, or is this cuz the area im trying to build in has a penilty saying i just captured it, one year is one things after 10 years still having this pentilty , ten years really ant like just yesterday

You should be able to build normally in newly captured territory. So if you can't its a bug.

yea the time has expired but still cant get buildings to complete in some places works fine in other it wont work at all they just reset
