Ach, apologies then. So will just continue the AAR as it was earlier.
 
Okay, so as long as the users are ONLY creating the parties (not voting, not running anything), you are good. If I can make one addition, give it a pretty strict time limit for submissions, like a week. Then resume the AAR after you got all the submissions.
As you can see, Mr Capiatlist decided to approve making the parties by the players as LONG as their whole activity is controlled by myself (including voting and running).
There's also a one week timeline from that post, when you've time to propose your parties to be included in game (According to an example stated in 3rd chapter post). After that the AAR will be resumed with your parties and there won't be place for new ones.

Can I ask somebody how to properly name political parties and modify localisation files in Vicky/NWO?
I've trouble with that to be honest.
 
Ok, so if there's not a problem, I'd ask to modify files with political parties to allow me introduce custom parties into the game.
My wish is to keep PZPR as centre party with state capitalism.
Planned economy party will be PZPR left and liberal party will be SD.

Found out way around by modifying existing parties.
New Chapter (this time about first cadency of the parliament up to 1.01.1965) will be soon.
 
Chapter 4: Election results, Transition to mixed economy and fiscal crisis (12th of May 1960 - 1st of January 1965)
Part one, 12th of May 1960 - 28th of October 1960

Please ignore description of the event. It's old one brought by simsulla from different mod and he haven't changed it yet.
Newly liberated Poland got renoval of nationalistic sentiments. Following common demand, at 12th of May PZPR government decided to restore claim to pre-war Polish territories of Western Ukraine, Western Belarus and Vilnius region. It was just a claim, but angering population in middle of the first elections wasn't definetely party's goal.
The party's political attidute changed slightly, with introducing concept of secularized state instead of atheist one and allowing for so-called State Capitalism - or Etatism, as it's also known - meaning that while the economy would be still state-controlled, the private initiatives would be encouraged to open private enterprices in Poland. This new "socialism with Polish characteristics" became new official direction of PZPR party. The party also decided to expand social childcare program for young Poles.

Soon after, the new worker's comittee which was legally opened in state-run labour union demanded from government to make one day in year free from work. It wasn't very popular among foreign capitalists and local enterprice owners, but the government approved it easily due to low real cost.

There was an ongoing debate about state of national military. Having only military reserve, small staff and no regular forces, the military representatives demanded from government to invest in military much more than current level. The PZPR however decided to follow balanced approach rather than jingoistic one.
Yet, the pacifist movement wasn't very happy about that.

In June however nationalistic sentiments grew to dangerous level. The war with Albania, although being ignored by the PZPR, became major topic of first Polish elections and noone in party and electorate was really sure what to do about it.

Free trade concept became also important in Polish elections. The party decided to slightly promote it, despite being protectionist one, due to avoiding anger of overly Free-Trade oriented society.

Severe economic crisis caused by abandonment of Russian sphere aswell as being flooded by foreign exporters meant new economic debate to be opened. Country was in fiscal deficit since begining of the elections and Party proclaimed, that while economic plan is finished and economy will transit into state capitalist one, new economy modernization plans will be introduced when country's economy stabilize. This also meant small cut in taxation with maintaining subsidy system.

Political campaign was in middle of it's state. The PZPR decided to not influence outcome of elections directly, but let people decide themselves instead.

There was also problem with foreign imports which caused problems within polish economy. The capitalist and enterprice owners class started political campaign about introducing more protectionist way of politics. The PZPR, having option between angering one percent of population by supporting free-trade and angering whole rest decided to support free-trade movenement once again.

Poland was still in fiscal crisis and the party, seeing the lack of proper tax system working for polish economy, decided to cut military spending to 10% and introduce state tariffs at 75% aswell. It allowed to temporary stabilize the budget.

At 23rd of October the party officially proclaimed the end of People's Republic. Instead in the polish constitution new state was officially called a democratic one.

By the 28th of October elections finally finished. New political coalition of PZPR-SDRP formed, maintaining now legal rule of the communist party in the country.

Side note: please ignore issues support calculation caused by Victoria's engine. The system is very basic and it can cause bugs like 105% support for economic policies at all. It's old game afterall.
 
One thing I never understood in NWO is how social policies can cause you to demand absurd percentages of bureaucrats, that take forever to promote via NF *gets SFRY playthrough flashbacks*
Other than that, you just need a pinch more socialism and you will be on your merry way. Can't wait for the next part :D

I'm more in favor of introducing both social state and liberal institutions, but ok.
And massive social state needs massive bureaucracy aswell ;).

On the same day as election result were brought, the party proclaimed new economical plan based on modernisation of infrastructure and administration. It was started with construction of new railways in whole country, while the economy itself grew thanks to private initiatives and state's subsidies.

Four days later the party officially proclaimed political victory. New political gabinet under Edward Gierek was proclaimed as new coalition government rulling Poland.

The party under Gierek's leadership was far less radical in terms of socialism than pre1960 one. Following protectionist, etatist, secularized and full citizenship policy, party was popular among 24% of Poles. The new parliament session after elections was planned at 1st of January 1961. That date was also planned for beginning of new five year plan (1961-1965), that meaning, whole cadency of the parliament.

Of new foreign news, Afganistan declary bankrupcy, meaning that it can't pay its debts. Very few of Polish capitalists decided to borrow Afgani government a money, yet few of them did so and demanded intervention of Polish army... which didn't happen.

New parliament session started at 1st of January, 1961, as planned. Many members of former communist, conservative and Centrist MPs leaved and the other parties filled their places, as planned.

Just two days later British diplomat from nowhere proposed political alliance between Poland and United Kingdom in hope of helping London in its war with China. Gierek's cabinet decided to refuse such proposal.

The fiscal crisis was still in place and the party had to do something with that. There was a plan for introducing administrative reforms to expand Polish ability to collect both trade tariffs and taxes.

At 28th of February polish scientists finalized plastics industry theories and Polish government decided to focus on introducing Poland into Multilateral Development Banks system.

Also PZPR decided to stabilize relations with Kremlin in hope that Russians won't decide to attack Poland.
Gierek also decided to increase relations with Berlin aswell.

One of good news about Polish democracy was also easier integration of minority populations into Polish society. Soon people in Skierniewice became famous of their multicultural society. It was also followed with Łomża aswell.
