Building up your IC

OK... I'll try to explain it best I can...
As far as I know player can build up the IC of his country by right-clicking on a province and selecting an option to do so... Quite confusing for me, because somethimes it works, BUT WHEN I'M IN DESPERATE NEED OF THAT IT DOESN'T. What decides if you can or can't uprade the IC? Please help

Yes, IC may be built in a province using the method you describe.
I prefer to do it by left click mouse (to view province) then clicking on the Industrial capacity button (looks like a factory) - just gives me a more visual view of what is up with the province.

You cant build IC in a province that is not up to a minimum level of infrastructure, which I think is 40. Infrastructure can be reduced by combat or bombing - so could be some of the places you'd like to build in are below minimum level of infra.
