The BuildingCosts.csv file doesn't work very well. I've disabled all ships but galleys in my scenario and I can verify that this works when I go and play as any nation - in this case Naples. I just started a game where I annexed Naples and I inherited 2 warhips and 1 transport. Naples shouldn't have been able to build these (no nation should have been able to) but it did.
 
same problem for me :) ( maybe cause we work on the same subject )

i want to disable artillery and transport ships for everybody, and make few warships for celtics tribes, and large number of galleys for mediterranean powers, but o can't do that
 
Man, this is pretty annoying. I'd have to say that the AI is cheating and that this is a bug that should be fixed. You can set navalcosts.csv values to 0 and you can set BuildingCosts.csv to disable warships and transports. When you play the nation yourself, you are prevented from building these ships as you would expect (the files are being used); however, the AI builds them very easily.

Have all events turned off and it happens consistently. No, it seems that the AI ignores these files when it comes down to what it can build. I think the only course left is to change the combat values of the warships so they look like those of the galleys and perhaps turn off all galley building if possible.
