In my inaugural city, I'm having an issue with spotty electricity even when I have abundant supply and connections to the areas claiming that they are "disconnected".

Bumping to add that I have solved this issue. You need to check your power sources and lines very carefully. I had a powerline that was sliiiightly too far from my group of advanced turbines to supply my city with power.
