What was actually wrong with the way it was before AoW 3? While you could take a town, it wouldn't just bow to the conqueror; if they were too weak for the respective town size, the town would spawn a rebel force (which we have in AoW 3, when happiniess is in the red). So while minimal forces COULD disrupt things, they couldn't HOLD/convert a town (while in AoW 3 you can take a town with a Skeleton, then disband it and still control the town).

That worked KIND OF like an automatic garrison as well.
 
+1 here for cities rebelling. Note, however, that it only worked like that if the race inside didn't like you. I often think AoW3 was much to nice. All races liked you by default. While that should be possible, I think that should take a lot of effort.

I think i'd like it if on Planetfall, you started with only your own race liking you, and you first have to earn other races' trust before they'll live peacefully under your rule. That'd be amazing.

Of course, like a couple quests might be enough to earn trust, and then "good" rule can make it easier to also have other cities of that race join you....plenty options there.

Of course, like a couple quests might be enough to earn trust, and then "good" rule can make it easier to also have other cities of that race join you....plenty options there.

And other races should also start tentatively liking you if you have a multi-race empire imo. They'd be like "well if those guys can live happily under their rule, then so can we, probably."

Until you can remedy that, it's just favoritism in their eyes. I mean, EU is multinational, but that doesn't mean everyone likes it...

They already said something along the lines that you won't be able to control other races as well as your own because race is a much bigger factor than it was before and some technology maybe(?) is race specific. If you also add extra work to gain another races trust before they can become part of your empire then I fear that multiracial empires will end up much weaker/slower than mono-race empires. And that is kind of already the case in Age of Wonders (race happiness and racial government are much stronger with mono race). Maybe what you suggest could somehow work, but I am very skeptic... multiracial empires were always a valid option to go to in Age of Wonders I hope this doesn't change.
 
Multi racial was still very valid in AoW3. You could still compensate for your weaknesses.
Yes I never doubted that:

. I'm just worried that it might change if your starting race starts to matter too much and you also would have to invest in getting other races that in the end are inferior to your troops because you lack their tech.
