Well in TES, major metroplises have, what, 25 buildings? In TESIV Imperial City has well under 1k residents. Yout can cross it in like 2 minutes. It's not like we can really blame them!

Yeah that's... not an accurate representation. Skyrim doesn't have only 500 people or whatever in the 4th Era.
