Byzantine Mission City of World's Desire not working properly

Description​

I am doing a byzantine run and I finished the mission City of World's Desire. The part of the mission I am referring to is Centralize all Wealth Modifier. I am assuming this mission is works like majahit and it just isn't doing it. I concentrate dev and nothing is working. Is this working as intended?

Steps to reproduce​

Using my save file concentrate any state and see the modifier is not working as intended.

In what way isn't it working? The losses which this modifier avoids are the 20% of the converted monarch points which are normally lost. You will still get less dev in your capital than what you lost in the provinces if the provinces have a lower dev cost than your capital.

Thank you guys for the quick response. Then I guess it is working as intended. I just came back to the game since leviathan dlc. So I assumed the concentrating dev losses was losses in general.
