Ehm... One of the reform is literally called Renovatio Imperii, and is the one that unify the empire. And Byzantium doesn't seem to be able to form Rome, as they are same-tier formables
How can Rome form Rome?
It's like asking "will England be able to form England?"
TT50 lists HRE and Rome as different tier 4 formables. It also says
which means that HRE can form Rome and vice versa, unless there are specific blocks between those. Byz is also on tier 4, so it can form either and either can form Byz, again unless there are some specific blocks.You can only form countries that are the same or higher tier than you.
I take it that the Renovatio Imperii reform forms HRE, not Rome. So formations between the three tier 4 Romes present in the game remain an open question.
And to keep on the topic of the thread, should those get special names. Eg Rome formed by Tuscany or something that's not already Rome is called Rome. But Rome formed by HRE is HRE-Rome and Rome formed by Byz is Byzantium-Rome, or Basileia ton Rhomaion-Rome or whatever. That country forming HRE would be Byzantium-Rome-HRE. And imagine if there's no block for forming countries that the country has already been. Byzantium-Rome-Byzantium-Rome-etc.
But wait, there's more, a fantastic opportunity. Imagine if the game option for Byz name can be changed mid game. One could have Byzantium-Rome-East Rome-Rome-Basileia ton Rhomaion-etc. The possibilities are endless. No need to choose a single name for Byz when with a few tag switches one can chain them all together. All that remains to be argued is what's the best order for that chain.
As for England forming England, if there's no block for reforming countries one has already been, it could go England - Scotland - England -Ireland - England - etc. But can't go back from Great Britain, unless perhaps by releasing a subject and playing as the released subject.
