Hey, relax. I can't say for sure how long it still takes, don't get your mind set on a specific hour. You don't want to be disappointed if things turn out bad, do you?
Another question: Does CORE 0.7 fix the naval AI (ie making it stay by the max 12 squadron stack)? Or is that some hard coded thing...
I think that is hardcoded. We can't fix that. We have to wait for 1.06 to get proper naval results.

You don't need to re-install HOI.
You have just to install the last pictures pack and then CORE 0.7 that will over-write the old one.

I would recommend a fresh install though 
It might have some rather odd results if you just installed over v0.64 and picked for example a minimal install. As Pkunzipper said you don't need any v0.6x files to install though... Installation instructions will be posted on the website but basically...

- Install HoI
- Patch to 1.05
- Patch to 1.05c
- Run the game to verify you have a good 1.05c installation
- Install picpack0411
- Install C.O.R.E. v0.7
