If that doesn't help I suggest a complete reinstall, with a fresh copy of 2.2:

First move any valued save games elsewhere. Then uninstall both games, and then manually delete the game directory - this is important. Reinstall Rome - it's best to choose a new directory like c:\games\rome instead of the suggested path. Then download and install VV from Gamers Gate, and make 100% sure you point it to the same path the game installed into (eg c:\games\rome or whatever you used above) Then apply the 2.2 patch over Rome and VV, again in that same new directory.
