Here is the revised Il-Khanate file.
Note that I have removed most of the events slated for their neighbours: we need to allow the ai to make the decisions it deems necessary, rather than pre-ordain a total collapse of the Khanate. The Civil War will likely last long as the ai's for both have them as Ferocious.
