I'm experimenting with map modding, and I have a question. Can I make a river run through a province, instead of being at the borders of the province? My map would look ridiculous if I must use rivers as province borders...

Yes. Have a look at Mexbulid's maps (I know they are just Artwork, but he will let rivers through provinces as well).
Okay. What about the penalties from river crossing in battles, will it count them?
Uh. I don't think so. A good test would be to attack the Panama Canal Zone in a game. It does have a river, so to speak, running through it.
