Is it possible to write an event that will change a dynasty's CoA's when certain conditions are met... like the union of two kingdoms/duchies under one ruler?

Dynasties don't have coats of arms in the game; provinces/duchies/kingdoms do. A ruler has the coat of arms of his primary title (first title of highest rank held), and will change arms if he goes up in rank or gives his primary title away.

That's not what I am asking....

Here is my hypothetical:

As the King of England, you manage to take over Scotland so that you become both the King of England and Scotland. Can an event be written to change the King of England's CoA's to a different one to reflect this dual monarchy.

Well, yes, that is always an option of course... but that would affect your other games too if you changed it like that.
