Can I add a city set without ship set?

I know we can make a ship set without city set like imperial ship set, but can I do the opposite? I made a new city set and I realized that my existing shipset mod only has 4 types of graphical cultures.
I really don't want to add a new ship set just for a city set...

I'm not sure of the exact details on methodology, but yes, you can add new cities without shipsets.

You don't have to. There's plenty of mods out there that add cities without new shipsets or species portraits.

Not possible to my knowledge. You can set a fallback so you don't have to actually create a new shipset, but the duplicate entry will always be there. A Cityset and a Shipset always come as a pair, unless there's some workaround that I'm not aware of.
