Basically, I’m planning to do a fascist game and was wondering if I could co-opt the trade unions into joining the fascist party once I enact the single-party state law. I need their clout to pass some of the more useful laws that would be tricky to gain support for otherwise (i.e. Proportional Taxation, Public Health Insurance, and Compulsory Primary School) and to keep support for these laws afterwards.
Also, if I can manage to get and keep the trade unions in the party, how bad would the legitimacy penalty be? The ideology penalty would be severe, but I know this can be mitigated with the Corporate State and Single-Party State laws.
 
There is/was a JE called "Our Nation, Our Culture", which requires ethnostate and owning all homelands of your culture, but I am not sure what the trigger conditions are. When you complete it, you get to lock Trade Unions into Ethno-Nationalist/Fascist leaders. Especially with this, it is not hard to have 100 legitimacy.

Yeah this is the solution, you need to have an Ethno-Nationalist in government and then set your laws to Ethnostate + Migration Controls, this will then lock whichever party has the Ethno-Nationalist leader into (your choice) Ethno-Nationalist, or Ethno-Nationalist + Traditionalist + Fascist. I think if you choose the former TUs usually have enough weighting from Ethno-Nationalist to join a Fascist Party in the lategame.

I see, I only saw it in the TU variant. It's certainly a nice way to get them to stay in the party after initially joining due to an Ethno-Nationalist leader, but I guess it doesn't help with getting them in the first place.

Though just to mention, you don't need TU to pass those. Most IGs are pretty okay with those laws, and you'll not see much negative approval from having them in place, it's only about getting them passed.

Public Health Insurance is always super simple - Devout like it, just not as much as Charity Hospitals. Don't pass Charity Hospitals, research the relevant tech, and they will support passing Public Health Insurance.

Proportional Taxation is more tricky. One way is to be on Land-Based Taxes, then Armed Forces, Rural Folk and PB support passing Proportional Taxation. Otherwise I've seen people use Labour Movement, which appears at some point to push this reform, especially since happy IGs like PB don't even tend to oppose the law change with their clout, because it's so similar to what they like.

Compulsory Primary Schools can be tricky, because your main way of getting it is through a Reformer IG leader, but it also only becomes available after some non-early game technology, so might not work out.
