Can not move research selection with USSR.

WTF. I am unable to get a scrolling selection from the research pool 1.10, USSR 1938. When I go to select and fill a research slot, I cannot scrool through the chioces. Only the existing filled slots in the background will scrool. What's up with that?

You can only scroll through the choices that do exist. After the purges those choices are further limited so that after having employed ~9 tech teams the 9 remaining unemployed teams are displayed all together, so that there is no need to scroll. If this thesis of 18 teams in total in 1938 is true, than this is not a bug, but a feature.

During the 1940ies soviet unions gains many new teams of good quality.

That's Probably it. More choices returned. It's just that the Airforce guy disappeared, and the scrolling was of the filled slots, behind the available guys, so it looked like a bug.
