Can not play new MAP

I can not make it work

I have:

-EU2 patch 1.09 patch
-AGC-EEP 1.40 patch
-Kasperus's map (watk3.1)

When i try to open (watk3.1) i get the message "windows cannot open this file". Am I doing anything wrong and what can i do?

First of all you need to unpack the .rar-file. I suggest you use 7-zip, an archiver for Windows distributed under GNU General Public License.

I don't know but WatK is compatible with AGCEEP?

I installed the 7-zip file, but how to unpack it?
I still can't open watk3.1

Some of my friends say I need to install everything in a specific order. Is that neccesary?
