Can`t make allies- +auto reject all diplomacy?

Game: Hearts of Iron 2 (no expansion installed)

I`ve played germany 4 times now - from 1936-1941 and i have two issues..
1. I seem to be auto-rejecting all diplomacy from all other countries
2. I cannot make Italy or anyone else an alliance partner.

**Regardless of diplomatic standing (whether it`s 50 or 200) i cannot make any other country ally with me. I can`t find any settings to change and i have no idea what`s going on.. Italy and everyone else ALWAYS reject alliance offer..

Am i doing something stupidly wrong or is there a bug that will get sorted when i install the expansions?

Declare war to Germany when it at war with Allies, then Allies will invite you.
