I was wondering if it is even possible for users to create new roads...

...from my understanding, there are currently no tools for that, because I wouldn't know how to tell the game that this is a 2-, 3-, 4- or 100-lane road. Or how to tell the game if roadside parking is allowed or not. Or how to set the speed limit.

What about pedestrian roads?

What about surfaces (for the asset editor, p.e.)?

Concerning all of those, I am wondering how high they have to be in order to even be visible in the game. Can they have height=0? Or would that make them invisible? Or even cause texture flickering because the terrain and the road have the same height? How would I tell them to adjust to the height of the terrain?

It'd be nice if I could get feedback from modders.

Yes it is possible but not really 'supported'. The way how new roads are added at this moment is to clone existing road prefabs (unity engine thingy) into new ones and adjust their settings. The problem is that when you remove the mod, the new roads will conflict because there is no backup build in by the game. The road segments will point to non-existing prefabs which is probably a cause for people's game to crash.

Until CO has added better support for modifying / adding these kinds of things this is the only way to do it. Today I read an interview in a magazine that CO is actually working hard on extending and 'upgrading' the modding API so modders will have better and supported access to the game's core functions.

it has always bothered me there is no option for a 3 and 5 lane road with the middle lane being a turn lane in all of the latest city building games.. ie the 2 most predominant road types in the USA. Also the 3 lane road, 2 one way, 1 the other as mentioned above. Not to mention lack of 8+ lane highway systems. Where I am from (Indianapolis), the rural highways are mostly 4 lanes divided (only exist through mods), and the urban highways are almost all 8+ lanes undivided (doesn't exist), some even as high as 18 (I can't even imagine what that would look like in-game lol). Though about a decade ago the main highway (i465) was only 6 lanes, now its 8-18 the whole way around, mostly 8-12 lanes.

It would be cool to even be able to place a 6 lane highway like we currently have, but place both directions at once if you know what I mean. Then it would remain the same (basically undivided) distance the whole way around except around big junctions or whatever where it needed to be custom.

This game also desperately need 1 tile wide roads be it single lane or dual lane, no shoulder or parking. It would really help with people trying to do recreations and stuff like that because the road scale is horribly off (>50%) compared to environmental features and buildings if you compare an import from terrain.party at default size.

Anyways, there is another mod that adds some new roads, nothing really innovative yet though.

Some Roads - it has mostly cosmetic stuff, but does add a better looking rural road, a 2 lane highway, and a dirt road that can create a dike.
