Can you affect trade routes downstream with a fort or army?

I wanted to know if it is possible to "blockade" a trade route without a war, for example if someone wanted to shut down silk road from his province that has silk road downwards.

Is it possible?

They use the command set_trade_route_value_multiplier

Since the impact of occupation on trade routes seems hardcoded, I doubt there's something better sadly.
