No, it's hardcoded.

You can work around it though, since this exists:

set_planetary_ascension_tier - Sets the planet's ascension tier to the specified value
set_planetary_ascension_tier = 3
Supported Scopes: planet

So you could, for example, create a planetary decision that costs Influence and upgrades the planetary ascension tier.
