So I enjoy playing pagans. Pagans have a little building called warrior cult which adds a ton of troops. This is probably necessary, given how small most of them are at game start.

I also find that it doesn't scale particularly well. If a pagan state manages to expand, warrior cult tends to let it rampage across the world every time it gets a CB. There's a reason they can't wage holy wars unless you mod it, and this snowball effect is why - it gets ridiculously easy. I've experimented with limiting it by making a culture-restricted building, and this slows it down - the Christians still beat the pagans AI-wise - but culture spreads. In my current Lithuanian game I'm up to ten Lithuanian-cultured, Romuva provinces, and also up to being able to field nearly 20k men.

Is there some setting I can change in order to make it, say, that you can't have more than five warrior cults in a realm? Or do I just have to jack up the price and turn down the frequency at which the AI builds them? (The latter option would probably help, but if you start with one or two provinces, you probably need those first couple warrior cults.)
