I've been trying for the past few hours but can't seem to get it to work, was it patched out?

"Ok, so I'll do some explaining how I did this.
STEP 1: Start playing as a horde, I picked Crimea because of 3/3/4 ruler and easy alliance with Ottomans.
STEP 2: Ally ottomans and Great Horde (if they are friendly towards you).
STEP 3: If you are allied to Great Horde you can dow Lithuania right away, if not ally someone else or wait till you have 10 favours from ottomans and dow PLC.
STEP 4: Snake your way to Teutonic Order and get some money from the peace deal.
STEP 5: Dow Teutonic Order and make sure you cut off Teutons from Poland and Pomerania. Remember to state your territories and lower autonomy to get more government reform progress.
STEP 6: Wait till you have enough reform progress to pass the final reform (but don't pass it !), in the meantime, you can dow PLC again to get some money, make them release some nations, remember to dow and fully annex Teutonic Order when the truce is over.
STEP 7: When you have enough reform progress (it was 1524 in my run), you can use your power points to develop Prussia region and it's also recommended to build some buildings there. Next release and play as Teutonic Order. Make sure you have at least 0 stability to change your religion to either protestant or reformed (you don't have to be independent to change your religion this way) and to tech up to 10 in admin, if you don't have 10 already. Now you can reform Prussia (you don't have to be independent to do this !!), but don't do that yet. Because you were released by the horde your government is tribal, you also have as much government reform progress as the nation that released you. Now you have to click become steppe horde reform (but don't confirm this), and click "Reform into Prussia" decision. Now you can confirm the reform. You have just become horde with Prussian government, you also get 2 reforms for free, so you can take parliamentarism reform."
