What:
I cannot access some (but unknown HOW much exactly) of DLC content, for at least G. Century, while some of it I clearly CAN. The example I am sure of that does NOT work properly is Portuguese Navigators, which shows the wrong modifier (and sometimes even that modifier appears to work in reverse) - but I have no idea how much other stuff might also be wrong or missing. To make matters confusing, I clearly AM able to properly access the OTHER Portuguese specific Flagship items properly. Game always says it VC'd properly...

Every time - can''t avoid it -

Steps to verify repeat:
Try to build flagship as Portugal with 'Portuguese Navigators'

Steps I have already tried:
verify I am not using mods (in fact I do not believe I have ever used a Mod for EU4 since I first got it),
VC.
checked and verified that the Flagship Modification file shows the proper code for the proper benefit (every time),
Removed the Flagship File anyway and VCd,
Use Tech Support steps for 'Clean' Uninstall and Reinstall (a number of times) being careful to remove all stray files in Docs, Common, Recycle bin other drives, etc.,
Disable Cloud synching, clean uninstall and reinstall, VC.,
Eliminated Security programs (working in what would have to be a very strange intermittent fashion),
Disable mod, play, enable mod and play, hard, not hard, Ironman, not ironmant, etc. in combination with various of the above steps to exhaustively eliminate any possibly successful combinations.
I have NOT tried using a different regional server to get the reinstall download, since that would make me think eventually someone else would have seen this issue - but I may get around to doing that tomorrow - my morale is too low at this hour in the evening.

The number of DLCs I have is 40 according to the launcher (including G Century, but NOT Lev.). It is probably easier to list those I do not have, but I will post a list if that would help.

I had not been playing for a couple of years and came back with the summer sale, picked up a few DLCs (did NOT pick up Lev. but just about everything else I didn't already have).

Running into some issues as Portugal, I checked out a couple of streamers and noted that as late as April and May of this year, people were talking about the flagship's Portuguese Navigator +100% range.

Cool, I say, that sounds like a good s'ploit-ish bandwagon to hop on... but... that option does not exist in my game for the portuguese flagship!

In my game, Portuguese Navigators get a 20% fleet attrition reduction (which either doesn't work or is so weak, it might as well not -indeed, sometimes it appears to work in reverse).

I am a former Techmod for another studio's official forums and I am not averse to trying over and over again, but I must profess to have run out of ideas I can think of to solve this or determine what else is or is not working - and no one else here or on Reddit, appears to get this issue, nor is any more able to come up wth a fix so far. Experience says it is local but with so many DLCs is it possible there is some obscure combinationof this but not that DLC causing a strange interference of scripts.

I'm not aware of any way that part of a DLC can be available but not other parts - it's all or nothing!

That said I'm not across the specific content you mention, as I've not played this game for several years. But we'd certainly know by now if this was a bug in Golden Century for instance.

Could it be that depends on owning some other expansion you do not have? Or indeed vice versa?

I had suggested this to some on Reddit and here, but the response is that having Lev or not having Lev makes no difference, enabling it or disabling it makes no difference. Everyone is able to get 100% Range increase all the time - except me.

Golden Century is for sure the Flagship Modification DLC, Dev Diary 30th October 2018 shows all four Port.-specific specialties (about halfway down - https://forum.paradoxplaza.com/foru...velopment-diary-30th-of-october-2018.1126049/ and I can SEE the proper code in the file with NO idea where the wrong results could even come from!)

and in fact someone had suggested I go in and remove the file and VC - which I did, but saw before I did that , that the code is there for the 100% range extension, and there IS NO code of any kind for 20% fleet attrition reduction (for anyone) although there is a reduction of .3 fleet attrition for the Spanish but that isn't called Portuguese Navigators either... :

My coding isn't great but... that seems like what everyone else BUT me sees when they make their choices as Portugal. As you mentioned, Dasara, I can find no other instance of fleet attrition reduction but a .3 Spanish option. All the other Portuguese options are there and those I CAN choose in game and work appropriately....

What to do? It is clear at least to me that in fact I DO get some of the content (other Port. specific benefits) but NOT Port. Navigators as designed - no idea what else. I am probably too tired and depressed to try alternate servers tonight, to see if it is a bad server, which seems a pretty straw-graspy hope. I was hoping someone here would have some idea how I can do Ironman if the official version I appear to get isn't WAD?
 
Can you try installing the game on any other machine you have access to, to see if it happens there too?
 
Thank you for that suggestion, and...

Sorry - I had put this away for a few days as it was driving me up a tree a bit. As I mentioned I have wiped and clean-installed (a few times) ,checked for bizarre security behavior, re-double-checked for unwelcome visitors (which I do monthly anyway as that is important for this particular machine), updated, restarted, fresh reinstalled OS and Steam, changed servers and so on.

I have NOT tried installing it on another machine. :) A good idea as that would help eliminate at least one or two things I might have missed- or prove that I did. I have a couple of options for that using third party machines with access to my Steam account so they get the precise combination of 40 DLCs I have. One is across the room, and one is out of state. It may take me a day or two to accomplish that and test the results.

I'm curious what you are still trying to solve here? In your thread in the main forum somebody already explained that Portuguese Navigators gives -20% fleet attrition, because you are playing without the El Dorado Expansion

The answer is probably fairly evident that I did not see it - as I do not often have time to read forums regularly or even respond to threads I am actively trying to follow - even if it is for my own sanity. :) That goes double for threads I have given up on.

This is somewhat reflected by the fact it took me a week to respond to this active help thread after I had been left a suggestion, and moreover, in 20 some odd years I have a total of 635 posts... LOL

After a number of responses that did not answer, despite my announced suspicion there could be some DLC combination involved, I had stopped following for a number of days, and missed that one thread and probably some others on Reddit before I responded here. To be sure, having now checked all of them, none of the other threads except the one linked above yielded any information related to the ED DLC.

As there is no telling how long I might have missed that one source of light out of all the threads I have either started or posted in, you mentioning here it was highly helpful, and a mercy to me.

AndrewT: As you had suggested we had already run the tests before I read the immediately above, and found in fact that two additional machines (local and not) contained exactly the same issue and feature change - with the source of the 20% feature benefit unclear.

As you had expressed your unfamiilarity with more recent details of EU4 and its myriad DLCs, it is clear that both of us missing this El Dorado DLC fact was mirrored by much of the responding population - particularly on Reddit, but here also.

Thank you for your patience, ideas and fidelity. Those matter -all the time- even if they don't seem to.
