Cannot build holdings due to "Tribal Holding" but I cannot see it

Description​

Playing a games as Count Eudes in the 867 start. I've been wanting to build new holdings, but even when I have the money and the required innovationst, the interface reports that e.g. Anjou has tribal holdings. But I cannot find those tribal holdings, so I don't know how to fix that problem.

I've probably just missed something in the interface, but even that I would say constitutes a bug of some sort.
