Hi, I was trying to purchase the expansion pass on Steam, the one that includes VOTP as well as the next DLC (39.56euro total). However, when I was entering my credit card I got an error saying that I had multiple of the same item in the cart. I double checked, and the only thing in the cart was the expansion pass, so I'm not sure what's going on here. I'd post a screenshot of the error, but now it's just telling me that I've tried too many times and to wait. I also checked and it would let me purchase the VOTP pack alone, but not the whole pass. What's going on here?

We have one other report of this, it's probably a Steam issue. I've passed on this thread link to my manager to have it investigated.

Did you pre order the game and therefore already own the American Buildings Pack?
 
The plot thickens :D! Could you link your Paradox and Steam account (accounts.paradoxplaza.com)? It will show us which Paradox products you own on Steam. We're trying to see if you own the same version of Victoria as the other user that reported this as that could indicate that the issue may be related to the base game version.
 
My brother's having the "You cannot complete..." problem. He also has the post-release USD49.99 version--we know he doesn't have American Buildings because he can't open our multiplayer saves we made before we knew my having it would be an issue--but he's one of those people who won't create accounts on websites, even to get help.

If it aids the research at all, I also can't get any Victoria 3 items to show in my profile, despite having hit "SYNC PRODUCTS" on the "Owned Items" page three times since yesterday. I have the Grand Edition.

Yes, I also can't get the vic3 products to appear. After syncing I can see everything I own (cities skylines, prison architect, etc) but not victoria 3.
 
Victoria 3 doesn't, as far as I know, have a forum icon at the moment. There are several items that are missing these so if they don't show after you sync that's why. They'll be added at a later time (I hope).
 
I am having the same issue. Bought the base game post-release. Did not pre-order or buy any DLC of any kind. When I want to buy the expansion pass on Steam in South Africa, I get the following error:
"You cannot complete your transaction because you are attempting to purchase an item that is already included in another packaged item in your cart. Please check your cart to verify that you are not purchasing an item multiple times. The most common cause would be purchasing DLC along with a deluxe version of a product that already includes the same DLC."

I am also having exactly the same error, having looked into my games on here I appear to have pre-ordered the game, but don't have the American Buildings expansion installed or available to install through steam. Can't find anything in my emails related to it, so not entirely sure what to do about the download.
 
We've reached out to Valve for help as we're unable to replicate the problem and, well, we're confused :D! I'll keep you updated when I get more information.

The supposition that Grand Edition and Normal Edition ownerships are switched--somehow--in Steam seems to be the simplest explanation for why the former can buy the Expansion Pass and the latter cannot.
 
Update time! Valve came back during the weekend and said this should now be be sorted so please give it another go and let us know if it works or not!
