I have a laptom so i don't have the Numlock function and the right pad. Does this mean that i can't change the game speed with the keyboard. The question is how to rearrenge the keys in this game?

You should have a key that you press that changes a section of the keyboard to a number pad. Consult your laptop manual.

As I said he will have to check his manual since it is not standard, telling him what yours is and not knowing if you have the same make let alone model is not really helpful.
I didn't get it. Can I just rearrange the key functions using the game scripts? For insnance can I use ''G'' to change the speed or any other SINGLE key?
You could try a keyboard remapper but your best bet is to ask your dealer how to access those keys.
I have the same problem... My hotkey driver must be buggy because the numberpad +/- keys don't work in Victoria (strangely enough the pause key does work)... I found a good keyboard remapper (XP only) called keytweak that solved the problem though. I just remapped those useless www and email keys above the keyboard.
