Cannot create new custom empires (Xbox One)

When I try to create a new empire, I receive the error message “You have too many custom Empires. Try deleting Empires to create more room.”

I have deleted all saved games and uninstalled/reinstalled the game and all add ons, but I still receive this error when attempting to save and continue past the Create New Empire screen.

You just repeated the answer. There is a difference between CUSTOM EMPIRES and SAVED GAMES
