Cannot disable Vsync

Hello, I apologize in advance if my thread is not in the right forum, I am new to paradox forums.

I have been playing this game since launch and I have always managed to turn Vsync off. For some reason I cannot turn it off right now. Every time I edit the settings.txt file in Documents it always seems to revert itself back from no to yes. I have disabled vsync from nvidia control panel both for all applications and also specifically for stellaris. I am not sure what is going on here, I have tried everything I could think about, but it doesn't seem to work. Is this a bug or am I missing something?

Edit: I also missed to add that I am running a playset without any mods!

Never mind, I am a total pepega. I was running the game in borderless. For anyone else who is also as dumb as me, Make sure you run the game in FULLSCREEN mode.
