Tried downloading a mod from the Workshop. It was installed... somewhere, but the game doesn't seem to know where. It's not in the usual folder (Paradox Interactive/Imperator/mod), but the launcher is convinced that it exists.

Any mod placed in that folder is, in turn, not recognized by the launcher. Hence, no mods work.

EDIT: Figured it out. Launcher is checking C drive, game is checking D drive.

At least for me, the launcher's documents directory was in

Code:
C:/Users/[yourname]/Documents/Paradox Interactive/Imperator

and the game's documents directory was in

Code:
D:/Users/[yourname]/Documents/Paradox Interactive/Imperator

I deleted the launcher's Imperator directory. Then, using an command prompt run as administrator, I entered this command

mklink /d "C:/Users/[yourname]/Documents/Paradox Interactive/Imperator" "D:/Users/[yourname]/Documents/Paradox Interactive/Imperator"

This creates a symbolic link between the first path and second path, so when the launcher attempts to access its documents folder, it instead accesses the game's documents folder on D. So both can read the necessary files. Seems to work fine now, but back up saves or any other important information first.
 
This was creating a problem for me. Because of symbolic link, game couldn't create a damn file and I was stucked in launcher, without being able to accept the EULA.
 
The same mistake also applies to me. Launcher EULA Stop...
I don't understand why it had to be too complicated ?!
Previous games have worked interestingly without it.
