Purchased the game from Steam. I can load the launcher, but no matter what I try, I continue to get the red exclamation point and the message:

"Launching the game failed. Please verify the integrity of your game files. If you are using Windows, you may also need to install Visual C++ Redistributable and (dot)NET framework."

Thus far I have tried...

1) Updated Visual C++ and (dot)Net framework - all up to date.
2) Tried launching in Windowed mode
3) Added Stellaris.exe to Windows Defender firewall to allow it.
4) I have no user game mods.
5) I've restarted steam
6) Verified game files 3 - 4 times
7) I've right clicked stellarisexe and chosen to run as adminstrator. It gives me this error: xc000007b, which I've researched and doesn't make sense because my system is 64 bit.
8) I don't have any other anti-virus or firewall software
9) I've deleted the Stellaris folder from Documents > Paradox Interactive
10) I've run steam as administrator
11) My only option for resolution from the launcher is 1920x1080 (in Windowed mode)
12) Reinstalled the game three times.

Spent like, a solid 6 hours just researching and reading forums and trying various suggestions, I've forgotten all the things I've tried - might be a few minor things I've left out
 
In the game launcher please set Display mode to Borderless. THEN go here:
And run the x86 and x64 installers there.

IF that doesn't help, Has the game ever run successfully on this computer? Or never?

IF IT USED TO RUN:
Please do a full **clean** re-install:

- move any valued save games elsewhere, and user_empire_designs.txt from /Documents/Paradox Interactive/Stellaris/ if you have made any custom empires or races.
- "uninstall" in Steam-Stellaris
- manually delete both the Steam/SteamApps/common/Stellaris AND Documents/Paradox Interactive/Stellaris folders
- re-install game in Steam, run a Steam Verify when done.
- add stellaris.exe to the exceptions list of your antivirus app; ESPECIALLY if you have Windows Defender, add it to the Ransomware "Apps Allowed Through" list.
- start the game with no mods active and test

In particular you need to make sure there are no files or folders left under either the Steam Stellaris or Documents Stellaris locations, before installing again.


IF NEVER:
Install ALL these Microsoft modules:

(run dxsetup.exe after extracting this download to its own folder anywhere on your computer)


Add stellaris.exe to the exceptions list of your antivirus app; ESPECIALLY if you have Windows Defender, add it to the Ransomware "Apps Allowed Through" list.

Also if you have FRAPS or the MSI Gaming App or Rivatuner installed, disable it as it clashes with this game.

If that doesn't help:
DXDIAG is a program you run from the Windows search box on the task bar. After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.

Please attach here your Documents/Paradox Interactive/Stellaris/settings.txt and pdx_settings.txt .
From your Documents/Paradox Interactive/Stellaris/logs/ folder, attach here system.log , error.log .
 
Has the game ever run successfully on this computer?

What happens if you run stellaris.exe directly from File Explorer? Any Windows error show up?


BTW as you have anvAMD video system there's no need to run in borderless, fullScreen ought to work fine.
 
That error is always a bad or missing Microsoft module, usually Visual C++.

Go into the control panel and uninstall all instances of VC++ 2010 and 2015/7/9/22 - there may be several of each. No need to touch any others.

Then reinstall 2010 from here:
And run the x86 and x64 installers there.

Then the later one:
And run the x86 and x64 installers there.

I'm having the same issue as OP. Reinstalled Stellaris ahead of upcoming update/new content and i cant get the game to launch. I've followed all the steps layed out above and the game wont load past the splash screen. Ive used this machine to run the game before from version 1 onward.
 
The game does not use .NET

One last shot before we have to contemplate a Windows reset or even clean wipe and reinstall. I'm afraid this is a bit of work, but please delete this list of files (about 50 in total)

C:\Windows\SysWOW64\mfc100.dll
C:\Windows\SysWOW64\mfc100u.dll
C:\Windows\SysWOW64\msvcp100.dll
C:\Windows\SysWOW64\msvcr100.dll
C:\Windows\SysWOW64\msvcr100_clr0400.dll *

C:\Windows\System32\mfc100.dll
C:\Windows\System32\mfc100u.dll
C:\Windows\System32\msvcp100.dll
C:\Windows\System32\msvcr100.dll

C:\Windows\System32\xinput1_3.dll

* you may need to change user permissions on these two files before you can delete them. If they won't delete, don't worry about them

PLUS all files that fit the pattern d3dx9_??.dll in both those folders; usually about 20 in each.

Then run those two VC++ installers again to replace them, AND the DirectX 9 installer too:
