Cannot grant Independence ?

so the World War 2 is over and World War 3 is about to start(Playing US) however i ran into kind of a problem now. After I annexed Japan i cannot grant Independence anymore. To nobody. The Button in the Diplomacy Window is just grey. First i thought i had too many puppets and released them all but that didnt do the Trick, neither did reloading.

Anybody know whats the Problem here ?

yeah, i have money, about 120k(US)...

and its early 1948(march to be precise), does that have anything to do with it ?

hm maybe editing this to 1960 or something will solve your problem
