Im on ps4. This happens across all saves and i have all dlc. This started happening with 2.2. I have a neighbor (we have a defensive pact) and we have a mutual rival and im trying to invite them to a war but it says "we do not have any allies". He has claims too and is not in a truce with the target. Also liberation wars are broken too. They do not switch the other empires ethics. please fix this.
