I started the game on my home PC and played for several hours. I then played that cloud savet on my laptop for several hours. I came back to my PC and the load of the cloud save game failed due to "Missing DLCs, Horizon Signal" WTF is up with that? It isn't even a DLC any more.
 
I have it in my game and it shows in my Manage My DLCs list... is it that you used to have it and it's now gone? Or you've never had it?
 
I thought I used to have it but I don't see it as a DLC option in Steam and it does not appear as an uninstalled DLC in either the launcher or in New Game.

Is that on both machines? Because your report reads like your laptop has it and your home PC doesn't, for some reason.
 
So I forgot to check my laptop, but the only thing I did with it was open Steam and play Dwarf Fortress. I did not open Stellaris. I'm back home now and tried to load the game I was playing - I'm up to 2401 - and I can't load it due to the missing DLC issue. This is incredibly frustrating. I've got all my games updated. How do I fix this? There is no option to download or enable Horizon Signal, so how can I be missing it?????
 
We're still not sure what the situation is on your laptop, is that right?

My guess is it will not show in the DLC lists but be in effect in the game there.
 
The more important question is "How do I fix it?" There is no option to download that DLC anymore. And with this new save, I never opened it on the laptop, I only opened up Steam, which means it is somehow updating my save game with invalid data when it syncs.
 
I really don't know. If this is not an Ironman save, it may be the save file can be edited to remove the need or mention of that DLC; you might try the good folks over in User Mods, who are more used to having to do that kind of stuff!
