the disk does work on other computers and both my cd drives work, but for some reason I cannot install, nor run files from the disk. It just keeps running and says its not responding. It did work before, but I uninstall it and now I cannot reinstall.
 
If it will not install on any other computer either than you must have either a dirty disk or a broken one.

Try and clean it with some windex and a clean cloth. If that does not work then you should contact your publisher to get a new one.
 
What version of the game do you have, ie. who is the publisher?

What is the drive letter of your CD-rom drive?
 
Did you follow the uninstall procedure in the Self help thread. It is hotlinked to detailed instructions.

I assume you have tried from both drives, does the exact same thing happen on both?
 
I just had this problem.

It's the virus scanner. It recognizes the copy-protection (on the game CD-ROM) as some sort of weird virus.

On McAfee, you can exclude the CD-ROM drive(s) from virus scanning. This will let you install and play the game (or any game with copy protection).

Virus-scan > Configure Automatic Protection Settings > "Advanced" button > "Exclusion" tab > "Add" button > add both your Cd-Rom drives
