Summary​

Cannot replace or appoint councilors.

Expected Result​

I expected to be able to appoint councilors.

Actual Result​

I am able to open the window to select someone but whenever I click on a portrait to choose someone nothing happens, I am able to fire councilors but not replace them.

Noticed as soon as I initialized the game
