Cannot select Carolingian outfit for Commoners/ Lower Classes.

Description​

I thought this was something on my end, but once I took my mods out and started a new game, the issue persisted. That is, you cannot select or dress anyone in the Carolingian outfit for commoners and lower classes. If I am playing a Cumbrian, all of my fellow Cumbrians are wearing the outfit, and most of the commoners in other realms are too. But I cannot get anyone to change into said outfit, as it does not show up in the list anywhere.

Steps to reproduce​

I went into bodyshop to try and change a foreign courtier into the Carolingian outfit for commoners, but it did not appear on the list. That's it.
