Description​

Exactly as described in summary. Not sure if this is a feature with a missing tooltip or a bug.

Steps to reproduce​

Hybridized my non-Iranian heritage culture with Persian, taking Iranian heritage. Prior to this, declaring duchy-level holy wars was fine. Afterwards, I could only declare county-level holy wars against other Iranian heritage characters. Declaring duchy or kingdom level holy wars against non-Iranian heritage characters in the struggle region also seems fine.

The attached save is running two mods, one of which is just a UI mod and the other changes pure_blooded to congenital. Also adds some effects that execute on_pregnancy and on_childbirth.
