Can't add ships to federation fleet but capacity is not reached

When I try to add a ship like battleship to my 100 federation fleet tooltip says this would exceed fleet capacity. But I have 200 shown in federation fleet screen and when I build a ship manually it merges with my fleet.

Fleet manager also doesn't show federation fleet capacity in upper right corner above the ship list.
